Hawaii Institute of Tecnology, LLC integrates technologies to retrofits vehicles to (non-hybrid) electric power plant with a 400-mile range with A. P. E. S. Automated Power Cell Exchange System that automatically detects a low charge status in the vehicle and replaces a depleted battery with a charged battery. The exchange process places the depleted battery is placed back into A. P. E. S. a photovoltaic powered charging system. This advancement in energy and transportation technologies is on the 2-year commercialization horizon. Various policy approaches will be evaluated which can be implemented on the regional, national and international level to promote these advanced technologies and ultimately reducing NOx emissions and the dependence of fossil fules. The concept of this technology leap is offered as a possibility for the developing world to avoid the projected increases in NOx emissions and their future dependence on fossile fules.
